Fuel Surcharge Explained: How to Calculate and Negotiate

Fuel surcharge (FSC) is an additional payment on top of the base rate designed to protect the carrier from diesel volatility. Understanding the math protects your margin — and it's a core piece of freight management most owner operators leave to broker discretion.

The DOE benchmark

Most FSC formulas start with the weekly U.S. Energy Information Administration (EIA) national retail diesel average. A common formula: (weekly diesel price − $1.25) ÷ MPG = FSC per mile.

All-in vs base + FSC

Some brokers quote 'all-in' (base + FSC bundled). Others quote base plus a separate FSC. All-in is simpler but hides fuel risk on long contracts. Break it out on any dedicated lane.

Negotiation script

'What is your FSC schedule?' is a simple question that separates professional shippers from bottom-feeders. If they cannot answer it, expect problems.

The bottom line

On spot loads, treat FSC as part of the total number. On dedicated lanes, insist on a documented FSC schedule tied to the EIA benchmark — it's your only protection against a $1/gallon diesel spike. A dispatcher who negotiates FSC as a line item is worth their fee in a fuel-spike month.
